As part of the Council’s drive towards effective corporate governance, an Audit and Governance Committee has been established to assure the Council and the public of the objectivity and fairness of the financial reporting and performance of the Council, and the adequacy of the risk management framework and associated controls within the Council. The Committee will ensure that any issues arising from the drawing up, auditing and certifying the Council’s accounts are properly dealt with.
The Committee is established on a politically balanced basis, and is chaired by a member not from the ruling administration.
The Audit and Governance Committee will:-
(a) Review the annual audit plans of both the internal and external auditors.
(b) Receive and comment upon the external and internal auditors’ reports.
(c) Monitor the adequacy and effectiveness of the Council’s system of internal control.
(d) Consider and approve the annual statements of accounts.
(e) Be satisfied as to the Council’s overall corporate governance arrangements.
(f) Ensure that a corporate risk management strategy is drawn up, and consider, monitor and review the effectiveness of the Council’s risk management arrangements.
(g) Consider, monitor and review the Council’s arrangements for the prevention and detection of fraud and corruption.
(h) Consider any report from the Chief Internal Auditor in pursuance of Financial Regulations.
