Youth Inclusion and Support Panels (YISPs) are multi-agency planning groups that seek to prevent offending and anti-social behaviour by offering voluntary support services to at-risk, 8 to 17 year olds and their families. YISPs are seen nationally as an essential contribution to reducing risk factors and enhancing protective factors by providing appropriate interventions for children at high or medium risk of becoming involved in or further involved in offending, or engaging in anti-social behaviour.YISP’s remit is to intervene at an earlier stage through identifying those young people who are at risk of offending and providing suitable interventions, seeking to address the risk factors; to maximise access to protective experiences and opportunities, and securing better outcomes for them.
The primary purpose of this impact assessment report, commissioned by the Children’s Fund was to identify and explain the impact of the Worcestershire YISP. Through a detailed multi perspective exploration of the work that the YISP undertakes, this report primarily offers the evaluation findings of this review. It also makes informed recommendations for future developments or changes, where appropriate, to the scheme. The views of the young people themselves are at the heart of this study, and the views of their parents and the YISP staff are also included. In addition, practitioners from across local statutory organisations and local agencies also reflect on their views of YISP and the work the undertake.
